Crush the clove of garlic with half a packet of parsley, salt, pepper (grain or powdered) and a little bit of dry pepper. Clean the fish, cut it into 3 or 4 pieces and put the stuffing in it.
Heat the oil in a pan, add the onion, salt, and tomato diluted in a little water, and 2 minutes later add the fish and simmer for 5 minutes.
Add a litre and a half of water and the pealed vegetables, simmer for an hour, and once the vegetables have been cooked, remove them along with the fish and a little sauce. Add the clean rice to the liquid that is left, cover it and simmer for 15 minutes. Serve the rice on a hot plate, accompanied by the vegetables and the fish.
